Recommendation
This Officer (a volunteer for work behind the enemy lines) was parachuted into the Cotes du Nord Department of Brittany on 9th June 1944. Immediately on arrival he commenced organising and coordinating the work of the Resistance groups of the area who were largely disorganised and undisciplined.
Although this area was filled with enemy who carried on the most active patrolling, Major Wise, within six days of his arrival, had completed a tour of the whole Department and had constructed the framework which was to develop into one of the best disciplined and most successful Resistance organisations in France.
Within 10 days of his arrival he was instrumental in effecting the stoppage of all communication in the Department, including the derailment and destruction of an armament train near St. Brieuc. Despite vigorous and incessant enemy action Major Wise arranged for numerous parachute operations and was responsible for arming 6,000 men.
On several occasions Major Wise's part was surrounded by several hundred Germans and he personally commanded Maquis forces in three battles, two of which lasted for over twelve hours, forcing the enemy to withdraw on one occasion with heavy casualties.
On another occasion when Major Wise's group had broken though a Gestapo cordon, Major Wise returned with a Doctor to fetch two badly wounded S.A.S. Officers who had been left behind. This action undoubtedly saved their lives.
By stratgem and the establishment of strongpoints, the Maquis under Major Wise's command prevented the enemy from blowing up any bridges on the main roads of the Cotes Du Nord, thus enabling the American forces to maintain the tempo of their advance. In addition he contained German garrisons throughout the Cotes Du Nord until the arrival of Allied forces.
This Officer, during over two months behind the enemy lines, displayed the highest qualities of gallantry and leadership and must be held largely responsible for the success of the para-military operations which so vitally assisted the Allied offensive in Brittany [2a].
